Still by appointment only and you can't get anyone to answer the phones so you can make an appointment. They every one on hold and I've been on hold for 30+ minutes

I've been waiting for over 30 minutes just to speak with someone! I've also called for days now just so I can ask what I need from someone so I can get a replacement card. The building should be open to the public even if its a limited number of people at a time! How are we supposed to live our lives without the things we need and no help??? Very disapointed!
